Will countries/armies have their own AGIs and have them ‘fight’ each other? Will ‘good’ states flounder because they will input ‘ethics’ on their AGIs whereas ‘rogue’ states won’t be limited by anything?

Today, billionaires and middle-class everyday people use the same phones. Will that be the case with AIs?
