Imagine there's a 'master' branch of Computer Fraud and Abuse Act that is controlled by the legislators. However, lawyers, legal educators and ordinary citizens can fork a copy, commit changes on their own branches, and then make a pull request to merge their proposed changes.

A Wikipedia style would NOT work, but perhaps a Github repository styled approach will. The master editor's role is not lost, but the assumption is you could write stronger legislation by drawing on the expertise of a broader range of people. The legislation would certainly be more human readable.
