Short of navigating through Github repos, is there a great way to identify FOSS projects looking for specific contributions based on languages or skills?

The venture studio/incubator model (i.e. partners invest time and money to create spin-out NewCos) has been around for ages.

Idealab has been prolific and successful over the past 26 years, but from cursory web searching it seems like there are many other venture studios who are less well known.

Other than Idealab, who is succeeding at spinning out companies that go on to thrive?

I'm looking to find a good development house to build a web application. Aside from the most obvious players (e.g. Pivotal) what are the strong firms that I should be looking at. Any notion on cost/dev/week would be highly appreciated.
