It seems there are many ways to skin a cat.

Do engineers work directly with designers? Is it all done through a product manager? Do you have a design system? Do you have a corresponding component library? How is design work tracked? How does that align with engineering work?

Where can I find decent looking website templates (either paid or free)?

A good example of what I'm looking for would be HTML5 UP (https://html5up.net/) which has a number of templates that are responsive and very well designed.
