I surmise that the reason that a viable alternative hasn't arisen is that the technology hasn't sufficiently developed.
And I don't think it's reasonable to expect that the "justice" system of the hegemonic, dominator-culture world power is going to reign in its armed enforcers.
Technology is not a magic want. Technology is run by humans. So if you are saying cops are bad (which they are not), soon you get advanced technology... run by the same type of people.
