It's more about either putting the blame on an external party who are the "experts", and big4 can't be wrong. And if things go well, it's due to the signing person greatness.
I believe they also usefully cross-pollinate advice between different CEOs about how to make themselves and their shareholders richer. They can suggest something that worked for a different company.
