Author here. Some people apparently think of Windows Recall as a reverse RDP capture running 24/7 and sending the recordings to a central Microsoft server, so I made a Linux analogue of Windows Recall working according to that principle. The remote server is 100% configurable so you get to choose run it locally or remotely.
That said, if Windows Recall were to operate like that and sent captures to Microsoft Azure servers, the entire internet bandwidth of the world would not be enough so you would see Microsoft trying to secure funding, compute and storage devices to get the internet upgraded to enable that. In reality, Windows Recall runs 100% locally.
