"complete, pretty much" is not what he said. He strung the words together in a grammatically very incorrect way

But Biden was too old. And did you hear her laugh?

"Complete, pretty much" doesn't quite have the same ring as "Mission Accomplished", and nobody ever accused G.W. Bush of rhetorical skills.
