Even if it somehow eluded the rule makers that they exempted 95% of one companies sales to the exclusion of all other companies and that companies CEO had curried extensive favor with the administration and this was a mistake, the appearance of gross impropriety and conflicts of interest should cause a rapid reset and roll back.
