Is this a response to the court case where commercial parties claim their free weather app is too powerful?

"The NVWB, of which Buienradar is a member, believes that the weather forecasting app does not fall within the KNMI's legal duties, the association told the Algemeen Dagblad. According to government regulations, the Royal Netherlands Meteorological Institute must issue 'general weather reports' and weather warnings, but the new version of the app offers many more functions."
"The app includes local forecasts at postcode level and can display radar images. These are functions that weather apps like Buienradar, Weeronline and Buienalarm already offer. The KNMI app is free, ad-free and is funded with government money. According to the association, this creates unfair competition and is contrary to the law."
