We need to hire for a bunch of roles, all remote and preferably all somewhere around Europe hours.
I more or less know how to find people in US, but I have no idea how to do it in this case. Are there sites which mostly serve this niche? Or may be (god forbid) I need to hire a recruiter?

"In and around Europe" is extremely vague. It covers something like 50-60 countries, all with their own systems. And "somewhere around Europe hours" adds most of western Africa to the mix.
There is remote.com[1] (that I think I found via HN years ago) but I have never used it personally. It lets job seekers filter by timezones:
