Guess he wants to go out with a bang when conventional warfare doesn't work out.

He just wants you to think he does.

The idea that Putin was ever bound by a nuclear doctrine is laughable anyway.

None of the media outlets seem to mention that this was written months ago. He just finally got around to signing it recently.
