While the article might be from 1995, the library is still maintained. There have been releases each year since 2019, including one last month.

Correct, it's not currently available on Quicklisp. I made a Git version of this package in the past, and I may try to publish it on Quicklisp.
(I should note that I'm not the author of AP5.)
