This sounds like a violation of the 4th amendment. You can't just generically search everything without any idea that a crime occurred.

Only 1st class mail is protected by the 4 fourth amendment and even so it can be inspected under “exigent circumstances” without a warrant.

FedEx is a private company and you agree to the fine-print when you use their services.
