I don't see this working as a deterrent

Brazilian minimum monthly salary is 1412 BRL which is about 251 USD.

That's around 17000 BRL per year which is around 3020 USD.

This fine is around three times the minimum yearly salary of brazilians. Per day.

For the crime of accessing wrong think.
