It is seen as inferior work and a necessary theatre to claim quality by finding one possible path through shitty code and sell it as code coverage. See also [0].
Don't get me wrong, there are as many bright people in India as elsewhere, but there was a lot of incentive for foreign companies and indian programmers to pay less, educate less and call it a day.
