Even if we give it a bit of slack and make it a third-power-law for taxation purposes, it would still mean a large increase in tax for heavy vehicles.

Or IOW, currently heavy vehicles are free-riding, with lighter vehicles providing much of the tax revenue to fix the damage the heavies are causing.

Yes, saying it's only axis loading is wrong

But the proportionality rule should be valid

Even if the actual power would be 2 instead of 4 it does make sense to limit axis load
