When you are the size of Google, I am not sure how much people not using the web is a problem, as long as people use your products.
The Google-Web is probably going to stay around and become more and more what it already is.
On the other hand, it is likely we'll see more companies offer alternative version to explore the web. Kagi and Marginalia are 2 examples, with different visions, of how to approach the web, and it's not unreasonable to think the future we'll give us more alternatives like these.
