Where I live there are about 100k students and 2k of them have been pulled from school to homeschooling since the start of the year, or 2% in a single year. Homeschooling has tripled since 2018, both due to Covid and failure of schools.
While true, I read the comment as an example of another way in which children do not participate in the regular education system (for better or worse). And it’s likely a way that does not show up in these statistics.
