I don't know if this disagrees with you or not, but we were done with individual dial-up modems by early 1996, and spent most of that year on Ascend's platform (the Livingston PM3's the next year; I left in the middle of 1997 to go work for a vulnerability lab, and I definitely set up a bunch of PM3's, so that's the timing worked out for me).
