It sounds like a Terraform alternative, but looking at the website it doesn't really convey if it's a Terraform fork or ground-up re-write, or something else?

Actually, on second thought it sounds like the platform they're built on top of (Terraform) is now undergoing some fundamental business model changes.
Probably best to see how that plays out first. :/
