This all looks like how I use ChatGPT, but improved with more references and community/IDE integration.

Yeah, it has its similarities, but the inclusion of different services looks interesting.

Can they really make an AI that's better at coding than OpenAI's models? Github Copilot is using GPT3.5, right?

Limited Alpha probably available in August.
