I think it's likely that at least some of the reason they don't add more mods is that it's hard to find and vet
good
mods, so there's an element of risk in adding more mods.

It's not easy to find good people, even in a large subreddit. Here's a concrete example - (
https://www.reddit.com/r/ModSupport/comments/14a5lz5/mod_cod...
). They have 243k users and got 14 candidates, two of whom are suitable.
