Missing (but critical) detail: Was the (canine) fatality something that a reasonable human driver probably would have avoided?
Over the decades, I've had a few dogs sprint to get in front of my bumper. Reasons have sometimes been obvious - the dog was excitedly barking at something on the far side of the road, and the person walking the dog failed their "Hold Onto Leash" skill check. Other times utterly mysterious. Unless you're willing to ignore traffic safety (and possibly a posted minimum speed) by driving at a crawl any time that you see a dog, there are limits to what you can do.
