Twitter has never been particularly good at catching illegal material.

This is a very odd framing of the matter. Here, the invocation of CSAM is like some sort of stun spell.

I have no idea what you're trying to say. What is a "stun spell?"

If you are outraged (as you should be), you are unlikely to be thinking as effectively. Hence, the 'stun'.
