I think your first hurdle is explaining the idea without it sounding like an app for incest. "It's a dating app but for families" doesn't sound great.
Jokes aside, I think this could be generalized to just finding friends and those apps have never quite taken off the same way dating apps have. My instinct is that sex sells a lot better than friendship.
