Well... it is an AI. It's a computer controlled training bot meant for local, offline practice, that people have managed to translate to online play.
Traditionally in gaming, you'd call that offline play "player vs AI". This bot in particular uses reinforcement learning, on top of the fact that the system that controls the computer actions against a player is just generally known as "the AI".
