There's so many Twitter/Elon stories in the news cycle right now I'd be more worried he causes artificial little scandals to distract people from other scandals. Not sure what that strategy is called.
It's called being addicted to attention. He's just a troll that wants the news to be constantly talking about him. Negative, positive, doesn't matter to him (and it's easier to garner negative attention).
