I have used twitter since October 2007. And it has always (except for a time a couple years ago. Then i switched to https://tweetdeck.twitter.com/) showed only tweets/retweets by people i follow.

I do and it only shows tweets that I follow. Top right corner > change away from Home, don't show top tweets https://i.imgur.com/wl91ONj.png
