Prop 13 was voters, not "the government". You realize that, right? Voters amended the constitution to lock in low property taxes for themselves.

Voters vote in politicians & propositions.
Trying to separate "voters" from "government policy" seems like splitting hairs.

The difference is that California allows direct democracy. The props don’t have to have funding attached not long term thinking.

There is no government policy involved. It's voter policy, because voters amended the state constitution.

It was a public referendum. CA voters directly voted for or against the proposition on their ballots.
