Firing 10k today, and hiring 8k over the next 14 months, would be 2k down, or well under 5%, certainly fits "slightly" to me

Doubtful, what with most of the recruiters gone

They hired way more than 8k over the pandemic. Doesn't seem unreasonable to hire 8k over the next year even with half as many recruiters.
