I wonder if that's because the docs better Japanese support.

I think it was Toyota that made English mandatory for their dev division. Just because of the tools and docs are on English.

I think for the same reason Vue.js is more popular in China than almost anywhere else. Chinese was also the only non-English docs language at the beginning.
