The gun buyback surely had ads just to get people to even show up, not yet including the staff time of people working the event and the gift cards.

Local news typically covers "community events" like these as a matter of news, rather than advertisement. Whereas PSAs are paid.

I think the point is someone is a lot more likely to take action over $500 than just hearing an add on TV.

Why bother advertising your gun buyback? Just have someone scam you with 3d printed guns and let the free publicity roll on in
