PayPal and buymeacoffee help to fund Russian nullpro.ru selling pirated content

Paypal and buymeacoffee.com are happily doing business with a russian platform called https://www.nullpro.ru which sells pirated themes, design resources and source codes.

The link to their buymeacoffee page is even implemented in the main menu: https://www.buymeacoffee.com/nulled

The Paypal checkout is a bit hidden and only visible to signed in users who can buy points to download pirated content. I tried to inform both Paypal and buymeacoffee.com (YCombinator Startup) about it with no reaction.

The Paypal account used is pay@neasel.com

Is someone here working at either Paypal or buymeacoffee and interested to explain why this passes their fraud filters?
