Den Bock zum Gärtner machen

"Pukki kaalimaan vartijana" for the Finnish equivalent (goat guarding the cabbage patch)

We have “fox guarding the henhouse” which is closer in tone to the Finnish phrase perhaps than the German one.

In Czech, "udělat kozla zahradníkem".
