I believe that there's a market for large organizations to setup their own online schools that will teach what their employees need to know with out them having to have a college degree. That's how many companies used to function. They expected all their employees to have a high school diploma. Once they were hired the companies would do in house training and would finance some to get their college education as part of their benefits so they could fill spots that really need a specialized college degree. The FBI would fit well into this framework.
I think that by a large degree most software developers don't need a college degree to get their job done.
The issue is that the school system has a monopoly on legal slavery of non-criminals. With that special status schools can outspend every institution on training because does in no other context does training create a debt that cannot be discharged.
I wouldn't be surprised if micro-credentials paved the way for this. Seriously: why would anyone pay $18-24K to learn calculus except 1. ignorance or 2. coercion?
