From what i've seen on twitter, the Indonesian government has blocked it on a DNS level and not a Network/ ISP level, very weird

Not really weird, DNS-level blocking is quite common (also easy to bypass, sure)

But if the whole point of blocking something is to "stop people from using it" why would they use the easiest method of blocking to bypass
