It's a shame because RTP exists. Perhaps N Carolinians could develop a people's car ;) EV that is safe and low TCO rather than "Apple brands" keeping EVs out of reach of the masses.
It reads like a parody, intentionally written to make people who would support it look bad.
I have to hope that even in America, where banning municipal fibre and WiFi is a thing, that this is a step too far.
NC is a very dysfunctional state. Most of the population is educated, progressive and lives in urban areas. Due to gerrymandering, the less populated, rural areas have a disproportionally larger say in state government.
Many will likely support this type of bill (it's not the first time ignorance was drafted as a bill) and there is even a (small) chance of it becoming a law. For another example of how some have protested EVs, search for "rolling coal".

Quality of life in North Carolina is obnoxiously high especially in the Triangle and Charlotte
Also with the tax differential between NC and NY I can install my own charger in weeks
