Docker container creation causes kernel oops Linux-AWS 5.13.0.1028.31~20.04.22 (opens in new tab)

This caused our servers running docker on Ubuntu 20.04 to start entering reboot loops after our security update today. Showed up in the serial console as a Kernel Panic. Per this bug report, it affects AWS, GCP, and Azure.
