Wars
are about adapting to the conditions, and will continue to be.
But you go into the war with some initial set of gear and tactics, which are the starting point from which you adapt. That initial set can be more or less suitable for the war you find yourself in. There is sound wisdom in using the time before the war to try to come up with a more useful initial set.
