I made an app and I don't know how to promote it and I neither have money to target audience using Google Ads. How do you promote the app to right people when you don't have any network?

You promote your app by promoting it before building.

Promoting it before building will better inform your decision to either build or abandon the idea.

You can promote it with a cheap landing page + Figma mockup and waitlist.

No takers? abandon idea.

Takers? then build
