How do you know someone didn't steal the master key?

You don't. The assumption is that the shooter will run out of time figuring that all out before the cops arrive. But it certainly is a risk.

Usually Police officers come through with a school administrator or maintenance worker and unlock the doors and give the all clear classroom by classroom.
