A KGB guy just set out to write a rand that demoralizes the russians and gives hope to the ukrainians?
I'm all on the side of the ukrainians, but I'm 99% sure the document is not real.
That's why a KGB guy might write something like this - the intent wouldn't be to demoralize russians - it'd be to save Russia.
It still might be propaganda/disinformation but I wouldn't reject it out of hand.
