Perhaps Musk will choose to take credit when there is sufficient public will to credit him, and when it is clear that taking credit for the invention will accelerate time to civ on Mars.
He could take credit at any moment if he could prove that he mined the genesis block, owns the passwords to any of Satoshi's official accounts, or has keys to the wallets that he owned. "sufficient public will" plays no role in identifying Satoshi, only hard cryptography does.
If you do a whois lookup on the IP address range my ISP usually assigns an address to my router from it shows as being located in a town 65 miles from me. Not sure this really has much value towards identifying Satoshi.
