€650 million does not seem steep at all for the offence, given the consequences for those involved.

Exactly. Strict penalties work. Make the death penalty the punishment for every crime and there will be no more crime! Brilliant!

Yeah I take your point. €6.5m still seems too low to me to disincentivize though.
