Sex work is in the shadows because those who do it feel the need to hide because of social stigma.
In theory you could completely sidestep the legalization/decriminalization debate and straight up give social status to sex workers.

None. If one were to check I am sure the most frequent profession for somebody who has been elected to hold public office is either lawyer or physician.
