I have a really hard time convincing anyone that they could have a specific, enumerable, sortable list of technical requirements, and that this is, on the whole, a good thing. Most conversions to DOORS I've heard of, though, basically were people taking ludicrously unorganized requirement documents and the heaps of hacky workarounds used to verify those documents, dumping it all into DOORS and Jira, and then saying that their resulting failure is the fault of DOORS and Jira.
