Downtime detector shows it down since 7:30PST which is about when I started having issues: https://downdetector.com/status/signal/

Not sure if Signal still uses AWS infrastructure (there were threats they'd be shut down at one point), but EBS us-east-1 is having some serious issues right now.

Same here, in the Netherlands. Seems like a global outage. Looking at user reports, it's been over an hour.
