This is already a thing; it's called the HSTS preload list.

The sites on it are not set apart visually for the same reasons that browser vendors stopped distinguishing EV certificates.

HSTS preload list is absolutely different thing. It has nothing to do with reputation, anyone can add his website into that list. And yeah, the entire point is to set it apart visually, so scams are easier to detect.
