CBD, which this article is about, is not psychoactive. The CBD doses are significantly higher than you can get from a joint without getting way too high.
If you look at most pot strains, an ultra-strong one will be 20-30% THC, and a tamer one more around 10% or so. But pretty much all of them at any THC strength will max out at around 1-2% for CBD unless bred purposely for the CBD. And most natural strains have <1% CBD. There is a more than tenfold difference in amounts present in the buds.
However, high CBD buds taste and smell extremely awful. People who actually need CBD medicinally will nearly always take it in pill, or some other oil suspension form for that reason. And if they want to get high (either medicinally or otherwise) they'll have a joint to go with it.
Even the 50:50 blends that are supposed to give you the best of both worlds tend to taste like ashtrays smell. New patients try them, but you can be sure they don't use them for very long. They are all unpleasant.
Nobody is using CBD for fun and entertainment. People who need CBD medicinally will eventually move to other forms of it even if they are toking along with it so they get enough CBD without 10-30 times the THC they need or want.
